Objectives: Using the Polish experience with the implementation of the decentralization of governance we will teach young local semi-government clerks (under 35) and the most active young community leaders (under 35 as well) how to use new and transparent mechanisms in provision of the public services; how to implement effective policies in the area / region using mechanisms based on the mutual participation of government and the community; and how to start a dialogue with the community. Furthermore, we will provide youth with the tools to respond to the challenges of the modern world in matters of decentralization, teach them how to establish the dialogue with the authorities and influence the policy-making process and monitor authorities’ activity. So main objectives are 1) strengthen the capacity of communities and local governments to provide public services and implement effective policies using transparent mechanisms based on mutual participation; 2) raise the level of youth engagement in a public dialogue and the cooperation with the authorities, to improve the impact on development and policy; 3) form active citizens who are ready to take an active role in the reformation of the country (decentralization).
